0011. yaebal for bot templates, Go for services

Context
yaebal (yaebal.mom) is the author's TypeScript Telegram bot framework: one middleware engine, typed
plugins, sessions, keyboards, scenes, an AI plugin. The question was whether to use it across the
platform's tools.
Decision
- Platform services stay Go (ADR 0003);
notify's Telegram bot is Go.
apps bot hosting treats yaebal as the first-class template: one-click yaebal bot, webhook ingress
handled by the platform, @yaebal/ai pointed at our ai gateway through openaiCompatible.
Consequences
- yaebal gets a deploy target (
yaebal-deploy can document xvii apps), the platform gets the best bot
experience, and the stack rule holds.
