What it does

Events in: services post them from their outbox with their own token; ids make repeats harmless.
Topics: posts from scripts and CI with any token of the topic's team.
Routing: subscriptions of people's and teams' channels by service, team, topic and severity; quiet hours, digests, folding of repeats; acknowledging stops an incident's repeats.
Channels: Telegram (the instance's bot, in English or Russian), Web Push, e-mail (SMTP_URL), webhooks signed with HMAC-SHA256 (X-Xvii-Signature).
Secrets shown once; webhook URLs show their host only.
